The Finance department plans, organizes, audits, and accounts for all of the organizations financial needs ensuring that we are good stewards of the donations received. The Revenue Cycle Director (RCD) is responsible for direct oversight of the end-to-end revenue cycle of St. Anthonys healthcare services. This will include, but is not limited to, the following: managing the day-to-day operations of the Revenue Cycle front, middle, and back; and serving as the primary liaison with OCHIN Billing Services, our third-party billing vendor. The RCD will also serve as co-chair of the Revenue Cycle Steering Committee, working in collaboration with their physician dyad partner. In addition, the RCD will be responsible for managing the billing and collection of the self-pay accounts. Essential Duties and Responsibilities

Staff Performance and Development

  • Supports supervision of the revenue cycle team.
  • Provide timely and regular feedback on staff performance.
  • Write staff performance evaluations and provide feedback on skill development and performance.
  • Responsible for training staff on standard operating procedures for the department.
  • Ensure staff are professional; demonstrate good customer service skills towards staff, guests, and other community members. Role model and set the expectation that staff treats all individuals with dignity and respect.
  • Facilitate regular meetings and team huddles for staff.

Program Administration and Operations

  • Collaborate with the Chief Finance Officer, Chief Operating Officer, and physician dyad partner to implement a Revenue Cycle Steering Committee whose primary focus is to ensure we have an effective, efficient, and compliant revenue cycle operation.
  • Participate in the PPS rate process and strategically consider impact on PPS rate during service line expansion.
  • Consider billing for services provided outside of St. Anthonys Medical Center (e.g., Father Alfred Center residential recovery program) and acquire appropriate licensure as needed. Collaborate with clinic leadership and development team to identify potential grants and other non-billing funding sources.
  • Support preparation of the annual Clinic revenue budget and quarterly forecast process.
  • Design and monitor a defined set of KPIs on Clinic performance to be consistently reviewed by Revenue Cycle Committee and revenue cycle operations on a daily, weekly, and monthly basis.
  • Ensure SAF is current on ongoing changes to FQHC and Medi-Cal regulations and billing rules.
  • Provide ongoing oversight of contracted rates/fees and annual maintenance of fee schedules.
  • Support preparation of quarterly reporting to St. Anthonys Board Clinic Committee, including maintenance of monthly worksheets and productivity and revenue tools.
  • Ensure compliance with FQHC, Medi-Cal, and other rules.
  • Perform quarterly compliance audits and share the results with the Revenue Cyle Steering Committee
  • Ensures that all work unit services are conducted in accordance with organization goals and St. Anthony Foundation Statement of Values.

I nterdepartmental and Community Relationships, Collaboration, and Communication

  • Collaborate with Clinic operational management to timely identify and resolve opportunities in the revenue cycle process.
  • Oversee relationship with OCHIN Billing Services, the Clinics third-party billing vendor.
  • Develop and maintain relationships with Clinic payors and assist with contract negotiation.
  • Coordinate with Clinic payors and related consultants to facilitate regular billing, reporting, reconciliation, and support of funder audits.
  • Participate in various industry work groups as St. Anthonys representative (e.g., OCHIN Epic CFO Work Group, etc.)
  • Consistently demonstrate integrity while working and representing St. Anthonys.

Minimum Qualifications

  • 3-5+ years of prior experience related to revenue cycle management or billing at a California FQHC OR equivalent relevant experience at a California payor or government agency.
  • Prior knowledge of Medi-Cal and FQHC billing, coding, and reimbursement, including types of billable services.
  • Ability to think strategically about healthcare finance opportunities (e.g., healthcare services expansion; ensuring a fair PPS rate).
  • Strong ability to protect confidential information, particularly patient data, and act with discretion, tact, and professionalism.
  • Strong analytical, detective, and critical thinking skills.
  • Excellent verbal and written communication skills.
  • Ability to establish strong working relationships with internal and external stakeholders.
  • Ability to be polite, diplomatic, and firm. Can set limits and practice professional boundaries with guests, direct reports, and coworkers.
  • Proficiency in Microsoft Office, including Excel.
  • On-site role so must work in person in San Francisco.
  • Bachelors degree or higher in a relevant field or equivalent relevant professional experience.
  • Commitment to St. Anthony Foundation Statement of Values and a desire to work for a social services agency serving the poor.

Preferred Qualifications

  • Experience with OCHIN Epic, including Business Objects, Financial Cubes, Executive Dashboard, and Tableau
  • Knowledge of Health Information Management Systems (HIMS), HIPAA Privacy & Security and Health Resources Services Administration (HRSA) regulatory requirements.
  • Experience creating and reviewing reports on healthcare finance and/or quality.
  • Knowledge of six sigma skills, or willingness to learn, to assist in process improvement activities.
  • Experience working in a non-profit or community-based social service agency with people experiencing homelessness or poverty desired.
